Minister to propose uniform LG system
ISLAMABAD: State Minister for Law and Justice Afzal Sindhu announced on Saturday he would soon propose a uniform local government system to President Asif Ali Zardari in which financial and administrative responsibility was delegated to the elected representatives of the people.
“We are trying to bring the provinces on the single platform of a uniform local government system, which has simultaneous elections conducted by the Election Commission of Pakistan throughout the country,” he told Daily Times. However, he added, this was merely a proposal and President Zardari and Prime Minister Yousaf Raza Gilani would take the final decision in this regard. “I will propose the president direct the provincial governments to devolve political, administrative and financial responsibility and authority to the elected representatives of the local governments as prescribed in the constitution,” he said.
Presidential power: To questions on the completion of the incumbent local government terms on October 17, he said it was up to the president to decide whether to appoint administrators in place of nazims or hold new elections.
Prime Minister Gilani recently provided the president with recommendations of the provincial chief ministers, seeking replacement of the incumbent local government system introduced by former president Pervez Musharraf with the old commissioner system. The president, in turn, referred these recommendations to the Law Ministry to seek its opinion on the subject. Currently, the incumbent local government system is protected in the Sixth Schedule until December 31.
